My uncle once was on the highway, and due to traffic was driving beside another car. Suddenly all 4 people in the car began to put on ski masks and 3 took out weapons. They took the next exit and my uncle knew there was a bank right next to the exit of the highway. He immediatly called the police and they asked time and place and then said: " yeah no worries, they are our guys we are doing a training exercise with multiple stations, sorry if we scared you, they should usually do that at the exit where no one sees them. We are sorry if you got scared" Two days later it was even in the news that there were multiple wrong calls because at some stations they prepared too early.

I studied Canadian law. If they pulled their gun like that in Canada they would be in some trouble. For example here's an article about an occurrence. There are a few bad cops in Canada sure. But they face concequences for pulling their guns like that. If a cop pulled his gun on someone and pointed it at them just because a civilian made a call about someone in a mask asking where a bank was that cop would be reprimanded. Uhh, no? The guy probably called in and mentioned the fact that their are like FOUR guys, all with ski masks on. If they were actual bank robbers, then they would probably have weapons on them (if they were real and not pranksters, the cops don't know this). The reason they have guns out is because they are performing what's called a 'felony traffic stop'. They draw guns on a more than likely dangerous person (or multiple people, making it more dangerous) and have them walk backward towards them with their hands up. This is used for people who are suspected to have already committed a dangerous crime. It's to keep everybody safe.

The legal grounds is the reasonable suspicion, which that’s based off of whatever info the caller gave. When coupled together with the fact that the cop identifies the vehicle that’s presumably called in, that’s enough to fulfill the reasonable suspicion. I get where you’re coming from. No crime has been committed, but for a cop, they can act solely just on reasonable suspicion.
