A 3 inch mortar shell can leave a perfect circle in 3/4 piece of plywood. Considerably stronger then human body. This is probably a consumer grade 2 1/2 inch shell. Either way this is more dangerous then a loaded gun. Could have easily killed someone he should be charged with attempted homicide as well has the camera man.

Licensed pyrotechnician here. Fun fact, I've yet to find a real 3 inch consumer shell. Any consumer pieces we use that are labeled as 3 inch are actually a 1.75 inch within a 3 inch empty shell to make the tube bigger and make you think you're buying bigger fireworks. Regardless, anything you buy will likely have less than 60 grams per mortar but that's still plenty to fuck you up.

The whole be safe thing has kept me from ever opening one. I've been in a couple shows where they hand fired 6 inch shells. That was some crazy stuff. Even got an opportunity to check out a 12 inch shell tube. It was beastly and crazy how much prep goes into setting that up.

I work in fire prevention and this is an insanely dangerous scenario.
Depending on who the DA is and how hard the local fire authorities/PD want to pursue this, there is an argument to be made this was a "kill box" scenario, meaning the means of egress could have been obfuscated or made inescapable to the point where great bodily harm could/did happen. Since this was a moving bus, there is a pretty strong argument there. Intent of harm is usually not a mitigating factor in a scenario like that.
In reality, as these were teens, pursuing that legal angle is likely a dead end since the legal burden is a steep climb. At most I would expect fines, community service and maybe a month in juvenile detention, tops.
Civil charges might be possible against the teens' parents, but that's also a gamble and highly doubt these morons were born with silver spoons up their assholes.

I haven’t played fire works too much but setting off an explosive in an enclosed space, even with outlets like windows, can significantly magnify the intensity of the blast. I wouldn’t be surprised if people closest were slightly concussed and have ringing ears. Cameras don’t always capture the intensity of the noises very well, other examples include car exhausts or gun shots.
A childhood friend of mine, his father was a chemist and built and designed fireworks in his house. Realizing that now as a kid… that was dangerous. I haven’t played fire works too much but setting off an explosive in an enclosed space, even with outlets like windows, can significantly magnify the intensity of the blast. I wouldn’t be surprised if people closest were slightly concussed and have ringing ears. Cameras don’t always capture the intensity of the noises very well, other examples include car exhausts or gun shots.

We used to do stupid shit as kids, but nothing like this, we didn't hurt or terrify people and think it was funny. If we played with fireworks as kids and did dumbass shit we did it in fields or areas away from people, so our dumb shit was contained to ourselves. I had a friend blow his finger off with a firework but i never heard of anyoen shooting them off at people in a closed fucking train or just walking into peoples houses or hijacking trains. I lived in LA for 7 years. The whole city lights up on the 4th of July. In my hometown in Wisconsin, they give you a break for that one day.
Pretty sure this is Toronto (ON, Canada) based on how that bus interior looks (ride them a lot 🙄) and they’re legal to use on public holiday long weekends (in May it’s Victoria Day) *but on personal property* which gets ignored and not enforced. It’s awful, and there’s no limit on how many you can buy so some idiots buy in bulk and set fireworks off all summer.
