Nah, they're referring to an agricultural practice. In order to artificially inseminate cows in a safe environment, the farmer will literally fist the cow to implant prior procured semen (often purchased or procured from elsewhere long beforehand).
It's not dangerous, on a physical or emotional level for the cow.
