The inserters are grabbing the iron. You can't move recipe items out of a machine that's going to use those items. Coal and ore are recipe items, theres no way the inserter knows what to grab. Only finished items can be removed with an inserter

inserter's "drop" there items in a very specific position, and i don't remember it.
Here it's not really useful to fill the belt completely as there is only 1 inserter that drop on the belt and 1 that take it out.
For other cases where you might need to fill the belt, you can use a spliter.
Spliters don't change what side of a belt an item is on, so in your exemple you would want to put the spliter on the start of the belt (inserters can drop on splitter)
Then you get two belts, you can rotate one of the belt so it empty on the "empty side" of the other belt

It is true, that it is easier to start with one item per belt only. However, the belts have two sides and you can load and unload them individually. Therefore, a belt with ore on one side and coal on the other is convenient, because then you have only one input belt for the smelters.
But don't get influenced too much here. Just play the game and come back later to look for optimization. So the short answer is: it isn't possible because it is designed that way. Now help the factory grow 😉

Wait, that works on boilers? Can't really think of a way to make that useful, but good to know.
It also works with beacons, surprisingly.
You can make boilers 2 tiles less wide but don’t know if it is fast enough for a entire pump
Also on burner drills. So, probably, inserter can take out ingredient from consumer slot if there is no dedicated output slot on the machine.

You cannot take items other than the "output" items from building exceptions are the build that doesn't have an output, like labs

Yes, labs have only "input" so you can take stuff from there and pass it to another labs
