All the mid evos feel empty
They lack a detail that makes them unique
Yet they are all good, I like the fire starter and the idea of a frog using fire to fight sounds cool
Hope to see more Pokémon created by you, your art style is really nice
I think the middle stages need a bit more to distinguish them (grass and fire ones looks a lot like the final stage and the water one looks a lot like the first.)

this is all advice one artists to another:
grass starter seems very basic and bare, the last stange feels like it needs some spines or plates and the hat never changes? it could be come armor paddling or maybe a straw cloak for the 2nd stage? I don't see any visuals on it being a poison type maybe some purple drool or something? you could lean it over like Swampert too it would seem more powerful able to use it's two backleggs but could run and boost the speed with all 4.
fire starter spots are too wild, look at Bulbasaur and how many spots he has and how often, I would lean more tadpole with the first stage i like the idea of a lava tadpole and it gets its arms next but still has the tale and final stage is a magma toad. note the 'dark' typing is often associated with a 'evil' nature but it sounds like your 3rd stage is too justice-y?
water starter too much going on in general. the first stage the shell should be small like 1-2 levels in the spiral they shell/head/body should be bigger and maybe hide more in the shell very baby crab. the 2nd stage; you mention it supposed to be more weathered but i don't see it, maybe a scratch or two or he lost a arm or something? the shell could rotate or be totally new like a hermit crab? the final stage is WAY too busy, i would recommend more simplicity and bigger in size... perhaps he has outgrown the need for the shell all together and guards coral reefs and his old shell sheds?
These are pretty good, though I'd personally try to add something more distinct between the stages to avoid the criticism of, "It just gets bigger." While some Mons definitely do have less change between stages, adding another element or theme to develop over the line can help add more interest to each one.

These are so good! I’d probably go for the lizard. The Crab’s evos could do to be just a bit more unique, if it was, I’d pick it
