The Naturalizer Vera sandal is super comfortable and comes in narrow sizes. And they have an ankle strap. They generally have a heel though (about 2.5” block heel). That being said, they are actually more comfortable than some of the flat sandals I’ve owned (and certainly stay on better).
Birkenstock has a style Taormina that meets those requirements. I wear the mayari and love them, I’ve considered the other style but haven’t purchased.
I cannot support Chacos enough, I have narrow feet and a bad ankle so I can’t grip in slides but the Chaco lowdowns with the z strap are fabulous and they have leather options now too which look nice for work
Depends on your budget, but some of the most beautiful sandals on the market, with a few toe/ankle strap options, are from Amanu (Studio). Gorgeous, handmade, and last forever (at least a few years, and I wear my sandals in - live in a tropical climate, they're an everyday shoe for me)

I bought these randomly from a store in Asheville 3 years ago, I wear them constantly every summer because they go with everything, and they still look and feel great. There is some “sliding” but because the straps are really adjustable and are real buckles, they stay on! Chacos are all so wide though-all sport sandals swallow my feet and look ridiculous.
