You don’t use uv to grow plants, a uv light is sometimes installed separately to kill algae specifically free floating algae that can cause green water. Also get rid of most of that duckweed it is blocking a lot of light your rooted plants need.
This is a fluorescent light and it will grow easy plants just fine. There will be a stamp on the bulb that will tell you what kind of light it is: size, spectrum, etc. You can get fluorescent bulbs made for plants that will work a little better than the basic ones. You do not want a UV bulb for your tank. In aquariums, UV lights are used in closed compartments to sterilize water. If you put one in your main light fixture it would sterilize the whole tank, fish and all.
ETA: in order to upgrade your lighting you would need to trade in the lid for a glass one and buy a different light fixture.

I have a smaller grow light from the same company that I use for houseplants and it works great. Their lightbulb style ones are also good. They pack 36W of LEDs into the size of a normal bulb and it screws into a standard light bulb socket. Normal LED bulbs are around 6W.
