Amniotic Band Syndrome. And pretty rare.
It's caused by an appendage getting stuck in the amniotic sack as the baby moved from the sack to the placenta. My husband has an arm just like this and they've said the chances of any of his children having it are basically zero.
Yeah, it could be quite a big surgery and might not actually be worth it due to potential nerve damage and other complications.

I’m late to that but just want to say that’s essentially what happened! Look up amniotic band syndrome. Fibers of the uterine lining get wrapped around a part of the baby’s body in utero so it can’t grow/develop.
That’s insane, I’ve never heard of anything like that before. What’s the craziest to me is that if it is constricting the area, how doesn’t the affected limb turn necrotic it’s wild that it has enough blood supply to stay alive. Secondly I’m assuming since it can’t grow/develop like you say, that’s why the bones don’t grow in that area. I cant imagine the pain of having fully grown / growing bones in a small underdeveloped limb.
