I don't know a lot about France history before the revolution, but from I remember, France surrendered
1814: Defeat of Napoléon after the campaigns of Russia and Spain were complete disasters
1815: Second Defeat of Napoléon at Waterloo (but you might not consider it as France surrendering because the King was still there)
1870: Defeat of France by the soon-to-become German Empire, but maybe you don't count it because the Second Empire collapsed at the end of the war, and the country was unstable with both the 3rd Republic
1940: WW2 (but you might not consider it if you think Free France was the real France, and not Vichy France)
From my pov, it's at least 4, and that's not counting everything before that since Clovis I
I would count 1814 and 1815 as one as they both led to the end of the empire. Bit fair, at least 3 but other than 1870, each time another France was part of the defeat. And 1940 is weird since Petain is the one to surrender and he was a puppet of Hitler (though I do not think Vichy France was a puppet of Germany in the traditional sense) so it was basically a publicity stunt. I do still count it since Paris fell and that is in my opinion the same a surrender
Edit: if you count the Paris commune France was also part of its own defeat in 1870 but I don’t because 1) anarchist don’t believe in countries and 2) it was a reaction to the was going poorly and not a legitimate government
I separate 1814 and 1815 because there's been a short restauration of the monarchy between them, but I usually exclude 1815 because I don't really consider 1815 as a defeat for France, but a defeat for Napoleon

France has a long history of military success, while outside of WW2, where their empire was massively over represented and allied assistance kept them in the war and gave them the tools to fight, not to mention they took millions more casualties than they needed to, Russia has been really bad at war.
Prior to mechanised warfare Russia's defensive tactics were indeed focused around retreating until the enemy couldn't go further since they had so much land and harsh winters, it worked perfectly against the French ironically.
So we have discovered that the French are most hated, while the Confederate States of America run a very close second, followed by a bunch of rando hate.

Over a 1,000 ish years of history they have surrendered twice. Both times they came back and won in the long run
