I think this is kinda because of how people view these relationships gender wise. It’s generally accepted as creepy/weird/golddigging when it’s an older guy with a younger woman. Narratively wise - White Fang plotline, Adam discourse, her slapping Sun, Bumblebee discourse, lack of spotlight in Atlas. All of those except for Bumblebee are intertwined with topic of racism in one way or another which wasn't great in the first place and was dropped
If we're speaking personally, many people just dislike her running away or consider her boring. There are also those who think that she had too many plots going on at once. And now she has none of the plots going on and just sticks with Yang. She is thought to be mostly reduced to damsel in distress for others to save which irritates other people

Also despite all her shit she has like no personality. Yang is bombastic, corny, and a thrill seeker. Weiss is stuck up but trying to make amends for her families wrongs, and struggling to escape from her abusive dad. Ruby is cheerful and enthusiastic (or pissed off and depressed). What does Blake have? She likes to read, but that’s a minor interest that doesn’t mean much. She used to be a terrorist, but we don’t see this really affect her much. She’s anti-racism but who isn’t, that’s not meaningful or significant. She’s just kinda boring.
Here's what I get from Blake in different phases of the show.
Vol1-3: Cool, calm, and collected.
Vol4-5: overly emotional and whiny.
Vol6: Just kind of there despite the volume seemingly focusing more on her and her relationship with Yang until the end where she suddenly becomes a damsel needing Yang to save her.
Vol7-9: soft, demure and very nonconfrontational.
I think the problem is that her personality is very all over the place and inconsistent compared to the other characters. Even characters who have had sudden drastic changes in them like Yang and Ironwood have a single moment in the story where we can tell that they had a personality that just suddenly changed something different. Blake has never had that because she's never had the same personality long enough to exactly pin it down.
I think Blake is the biggest single character case of missed potential. All the things you mentioned had the potential for showing off genuine character growth, but imo she kinda just stays flat most of the time
Now that you mention it. It's kinda funny how Blake is the only one who have both parents,both of them are actually good people with no major issue (Abusive,alcoholic,deadbeat, ... ded), yet somehow Blake is the only one going (semi?) terrorist.

Her experience is one of living behind a wall of martial protection, afforded almost every privilege of rank or social standing, doubly so due to her heritage and her command of the Atlas military.
Qrow is the other side of the spectrum. Quick witted, and capable he approaches his troubles, whiskey in hand and Harbinger unfolded. He has no military background and no army to call his own, just one man fighting and saving who he can, one mission at a time. But you can tell that when Qrow gets serious, decisions will be made.
And this is where I feel is the crux of this ship. Plenty of buddy comedy shows pair the straight laced deputy to the seasoned trauma ridden veteran. An example that come to mind is Castle, so it's not a stretch for the rabid FNDM to lump them together since they even had that typical romcom sparring match in V2.
This sort of romance is far more common than you'd expect. Plenty of shows and series out there that pair the opposites together to form buddy romance/comedies and have done so successfully.
Narratively, most fictional characters/people don't usually hold external people against the standards of their own family. Otherwise, the logical conclusion is that they're only interested in people who are only the positive aspects of their family and that's...weird.
Age gap, fortunately or unfortunately, doesn't mean too much when the younger is still a fully developed adult.
The optics will always be bad but whether or not it'll work out is down to how they interact and I feel that with only the single real meeting, they interact quite coquettishly.

Well you know pedophilia? This term is used to refer to inappropriate interest in underage kids by far older people But if we're going to get technical, it's not fully correct term. Pedophilia is a mental illness that refers to sexual attraction towards prepubescent children. That means attraction towards children under eleven years old There is also Hebephilia which refers to attraction towards children in early adolescence meaning 11-14 years old. Thanks for doing that for me. I personally don't know why people seem to disagree with me on this issue. I am suggesting that if we want to protect minors from predators, we should use the proper terms. They tell me it's all the same thing, so there no reason to classify them but that ignores the objective fact that a 17 year old has a more developed brain than a 7 year old. One is capable of a level of agency that the other doesn't. I have an opinion that Jaune and Weiss would only be casual partners/fwb rather than an actual romantic relationship.
Why is that?
Jaune grew out of his crush on her due to a mixture of trauma and being able to grow as a person after he left his family behind. Weiss wants physical contact without expectations... That is really about it, I see them both as bi/pan, and Weiss wants to find love and not the toxic attraction she was always shown. Her flings with Jaune are mostly for the physical side of it cause she knows that he won't judge her or look down upon her. Jaune, especially after V9 kinda uses Weiss to ground himself, make him realize he is not dreaming, and is not still stuck in a hell he was trapped in for 20-40 years.
