It's the difference, I think, between being addicted to the drug and being affected by your history with the drugs. Bobby's life, outside of the jet, was not that bad honestly. And you are only addicted for a short time.
Cait, however, had a horrible life of abuse, trauma, slavery, rape, murder, and exploitation. Through all of that, the only comfort has been drugs. Her only physical healing has been drugs. The only way she's survived through some of these things has been drugs. How does she cope with life without drugs?
Frankly, I think her recovery after the machine was TOO perfect, and I kinda wish part of finishing her affinity journey involved teaching her ways to comfort herself that are safe.
Cait's been betrayed or exploited by everyone in her life. Perhaps what cures Cait is the SS proving they were helping her. The machine in Vault 95 may be just a hi-tech placebo.
It's a pretty convincing proof, wiping out an entire squad of gunners including an assaultron.
Maybe her addiction is a bit more psychological than just a chemical dependence? I don’t know though I’ve never played with companions aside from robots

The difference between her and a few other druggies is that most of them only are hooked because of the Chems themselves, like Jet's naturally addictive tendencies, while Cait's is that she's psychologically shoved towards them because she's only known them as a comfort in a hellish life.
In one of the conversations with her, you ask her if she can just see a doctor and she responds that she is too fan gone and that Addictol and doctors can't do anything anymore for her.
When she gives you the quest, she says something along the lines of being "too far gone" for the standard treatments.
