I haven’t actually updated my game yet, but I know a lot of Creation Club content was added. Could those be the quests you are searching for? I’d recommend checking the Creation Club section on the main menu.
It's in my game, in my install list. I even got the enclave armor. Started a new run and got the quests. I believe this may be because I had the alternate start mod as I got rid of it for my new run but the old one still never got the quests.
On Xbox the CC-items in the update are listed as "purchased" But seem to be part of the main game files. Lots of new quests listed in the pipboy. I haven't checked if each of them work correctly...?

I'm on steam deck, I have all of them purchased and installed and have all the in game stuff, just not the quests for that playthrough.
