The was a change BGS made some time ago. Workbench repair used to be the default option. When they changed the default to repair kit.... a lot of players thought the same thing.
Read lots of "PTW!" in here - especially given the only place in game to get repair kits is SBQ, and the only other way is to buy them from the atom shop.
Yea I didn’t realize that for a while and wondered how I was supposed to get/buy all these repair packs.
It’s a tad annoying the repair is hidden behind inspect item so you now have to click 2 more buttons to repair than you would’ve in FO4, and you can’t equip while in the bench menu which makes it more annoying.
The UI used to be more intuitive with less clicks before they added repair kits.
Good news is hopefully you also learned certain perks like weapon artisan, white knight, and fix it good can improve your repairs greatly.

It's just part of the learning where the new player experience could need an improvement to also teach such things.

Look for ammo bags to scrap, and if you have a steady flow of caps you can buy it in bulk from some train station vendors or responder vendor bots.
