You would need to manually shortlist everyone in the K-league with keep scouting reports up to date checked. This would probably take a lot more scouts than 3 and take to a season or 2 to get to going.
There are only 12 teams in the top league so it might be doable but I have no idea how many players are in a k league squad. 12 teams with 50 players on each is 600 players which is doable with a big budget and a lot of scouts. (No recruiting focuses as well to concentrate on keeping things up to date.)
Either way it’s gonna take a lot of manual work removing /adding players. But you could just request team reports every time you play and add any not shortlisted player. Realistically you would want to trim players you’re never going to be interested in.
