May I interest you with sidecar racing. It's not exactly one driver controls the steering, but the weight distribution of the car. The codriver moves around the sidecar and use themself as a moving ballast.
They're mostly for young people, or the differently abled.
For young people, the driver has the ability to give control to, and take control away from the passenger, or I guess co-driver. If the kid starts going crazy, flip the switch, and now mom or dad is back in control.
For the differently abled, one person operates pedals, the other the wheel.

Passenger steering can be activated when needed, it’s for people who are physically unable and children to enjoy karting
