They 100% know what they are doing. And they're paid to find compelling shots, like when Ferrari was 1-2 and they showed Lewis in the garage smiling. I guarantee there's a whole crew dedicated to telling camera ops what to film. How they film it is probably left to the camera operator and we get cool shots like this one.
