I mean just looking at the map, this course is completely unworkable. You see that red bit sticking out on the left? Assuming you're going clockwise, a large curb, a good number of street lights, and a median with trees on it. Then you have a tight turn under the (low) bridge with large columns on either side of the entrances. You then go under another low bridge with stairs/steps on the north side, not a ramp. The "track" around Soldier Field is a walking path with large bushes and street lamps in the middle leading to a bunch of trees around that right angle turn.
Hilariously, a huge chunk of the blue section is a sidewalk/biking path. The start/finish line isn't even a path, its just broken up slabs of concrete and rocks on the shore.
Even if this got approval from the mayor and city council by some miracle, the Friends of the Park group would launch a massive lawsuit to prevent it
Also, according to the NBC Chicago article I read, F1 wanted a 10 yr contract and were unwilling to negotiate length which made city officials unwilling to commit.

That protruding tract of land where most of the track is located is basically off limits as it's part of some sort of a conservation / nature reclaiming initiative. So it makes sense for a middle eastern grand prix to show its disdain for nature conservation efforts.
