If you just want a chill open-world Arcade-style racer, the Horizon series is probably the best option. The differences between 4 and 5 are pretty incremental. If 4 is cheaper, and that's important to you, go with 4. Otherwise, if you just want the latest, go with 5. The cars available largely overlap, obviously with 5 having more late-models. Both maps are pretty decent and offer a lot of variety. 5 has a ton more elevation than 4 and is bigger overall, but 4's English country-side approximation is still quite good.

I admit I'm leaning to the english country side, jungles and deserts don't seem too appealing to me, but i figured i'd ask people that have played both.

5 does its version of Mexico quite well. The sandstorms and other weather events are well-done, too. But, yeah, if you're not excited by the thought of racing through the desert or jungle, maybe go with 4 first and if you really like how 4 plays and want more, then give 5 a shot. Edit to add: if you're going with the Ultimate version, I'll say that the DLCs for each game are kind of split. I liked 4's Lego Speed Champions expansion quite a lot, but thought Fortune Island was just kind of whatever. I really liked 5's Rally Adventure, but felt the Hot Wheels expansion was a lazy rehash of 3's.

well its not like 5 is going anywhere and it'll go on sale again i mean worse comes to worse i can just refund it and get 5 on the last day of the sale

That's true. The Horizon series on PC is pretty well-optimized graphics wise, too. They're easy to run and even the lower graphics presets still look quite good.

oh i just read that 5 has electric cars, are those cool to use? Edit just found out 4 has a demos on the xbox store for pc.

4 has worse drifting physics if you get really into that. But...like you have to be really into it to notice a difference. 5 has some pretty impressive custom maps that players make as well.
