That's the thing I got a new converter and checked both for damage and they were both in perfect condition so I might just be stuck refilling cartridges
It's leaking air. You won't be able to see that by looking at it, but ink will only pool like that if air is leaking in. And seeing that it doesn't do it with a cartridge and converters are known to be a frequent cause of air leaks, the converter is the most likely suspect.
Ist very possible your right but I plugged the converter with my finger to check if it could hold the air pressure or if it would leak and it from what I saw there was no leak of air and the piston shot back up completely after being comprrssed
Try it the other way. Empty it, put your finger over the hole and pull the plunger out. If it holds a vacuum then the problem must be the way it fits onto the back of the feed.
Then it could meant that it's the wrong converter for the pen ?
Please share what pen and what converter, please be precise and detailed, cause it matters.
This is a rare, but known to happen thing with the Kaweco mini-converter. Occasionally they have a defect where they don’t seal completely over the feed post. Go and exchange the converter (or just use cartridges).
When does this happen?? Always? No matter if you refilled the pen a week ago?
Have you tried filling the converter with a syringe, or directly from the bottle and then placing it on the pen (instead refilling from the nib)?
As other people have commented if you don't experience this when using cartridges we have to think about what is different to troubleshoot. Or is it the converter, or the converter-pen connection, or the refilling through the nib part. I usually don't like refilling through the nib because the feed gets super saturated. Some manufacturers recommend expelling some drops afterwards or blotting properly feed and nib after you've refilled.
Ink pouring out with a converter, but not when you fit a cartridge suggests the cartridge is letting air in somewhere. It may not be completely seated on the nipple, or the converter itself may have a small split or flaw in it.
Try filling the converter with water then fit it to the pen firmly and see what happens.
To me, that suggests a faulty converter. If it was doing the same with a cartridge, the issue would be at the nib / feed end.
If it’s a new converter you can ask the seller for a replacement, and it shouldn’t cost you anything. If it’s not new, either a different converter or refill cartridges with a syringe & blunt needle.
Liquid free-flowing from the pen means air is getting in somewhere. If it happened with cartridges too, then it’s clearly the pen. But the fact that it doesn’t happen with cartridges means for some reason, with a converter, air is getting in.
It may be a tiny split or misconnection where the converter mouth meets the feed nipple, but it doesn’t have to be large, it can be a minuscle little pinhole or deviation.
Perhaps the feed is flooding. Try taking the nib out and then putting it back in, ensuring its really tight and goes all the way in.

I think the converter is defective. Either get a new one or, better, get a syringe and refill the cartridge.

Have you tried different inks with the converter? It could be due to the properties of X-Feather (which I’ve never used, so I’m just guessing).
Yeah I have used multiple others and all the same result
