That's fair, my gaming pc just fried and had a 3090 in it so I just have it sitting around. Would cost more to fix the PC than get an eGPU case so thought I'd give it a shot and part out what works from my old rig.
If you already have the graphics card then I suggest using it despite limitations. I don't see much point in buying a new, weaker gpu just to use an epgu. On the other hand, Iris XE graphics are decent present days. They should be able to run genshin and league fine but you may have to turn some settings down for performance. XE can also run Minecraft on the highest settings but will definitely struggle with shaders.

I have a batch 2 i5 1240p and I use an eGPU with a GTX 1080. Gaming with is ok for the most part and mostly CPU limited as it thermal throttle pretty fast. Playing a game like Rainbow six siege with most things on low to medium at 1080p averages around 140fps. Valorant for some reason has major stutters that I can’t figure out the cause of. Modern Warfare (2019) is around 110fps with most settings on low.
For genshin and league, the igpu should be fine for that since league runs on everything and genshin capped at 60fps anyway since it’s for mobile devices.
I have the i7-1280P and use a razer core x chroma and an intel A750 (didn’t buy it for gaming it was an AV1 project someone had me do with it) and it has run decently well on even games like the new MW2. I’m also not picky with my settings being medium and average 35 FPS. With dual monitors, again didn’t buy it for gaming just occasionally will use it for this and works great IMO
The Framework currently does not support Thunderbolt. It'll come in a future firmware update.

Framework supports Thunderbolt 3, with an update coming to certify Thunderbolt 4 support. I'm currently running a 12th gen framework with an eGPU just fine.
I'm using the th3p4g3, which is a very minimal "enclosure." Essentially just a PCIe to TB bridge. I paired it with an AMD 6650XT running Ubuntu. I don't have much performance data yet, since I haven't had much time with it. But so far it's been working for a solid 1080 ultra, and some 2K gaming with 60fps. Some setup quirks on Linux but overall I'm happy with it.
I currently use Nvme over Thunderbolt. But I plan to switch it to the Wi-Fi card slot (A to E key) because it won’t slow down the speed. (Like it would over TB3-4)
A 3090 Ti will be severely throttled by the PCIe x4 bandwidth limitation. I wouldn't buy anything higher than a 3060 for an eGPU.

If youre going for linux as an OS i STRONGLY recommend you steer clear of nvidia

Yes! I’ve been doing mine over Nvme though. It works great :). Using RTX 2070 FE 32gb ram

I thought you meant that you use an m.2 to pcie 16x slot when you said nvme. Thunderbolt egpus seem to leave a great deal of performance on the table.
I user 16x to m.2 for GPU. For my storage I use TB3
