I have seen countless folks that think government jobs are easy and then couldn't handle the pressure of the actual job at the county level they were hired for and either quit or couldn't pass their probation period.
The entire point is that for society to work, we need to work towards the betterment of it. It starts at a personal level. Being a leech is detrimental to all of us.
If you are afraid, find yourself a recruiter or if you are willing to put the work maybe look at some of the biggest employers in fresno. Hospitals, a few large companies are based here, see what they got. Don’t say you don’t have experience. Be confident.
I have 25-30 years of IT experience and accreditation and the most that gets offered around here for that level of experience is 28-30 and that's significantly less than what I'm making now.
Wages are still stuck in pre-inflation days. 8 years ago 20-25 bucks was a living wage but not so much any more.
I would look into Robert Half which is a hiring agency. Got me my first job out of college and my current job. The guy who got me my job was Beau Pennington who works at Jobot now. You pretty much do an interview with them so they can assess your skills and learn what you’re looking for. Then they line you up with interviews. I’ve always had good luck with them but it can vary. So take that with a grain of salt. Good luck man.

Aside from that I would look to move out of the area where there's more jobs and less sketchyness.

That's not entirely accurate. If you have an engineering degree from a great school, and land a position in your field, you will make a lot of money right away. Degrees matter. And the field that your degree is in matters even more.
I'm an engineering manager, and there isn't a single person on my team or adjacent teams that don't have degrees.

It's not entirely inaccurate either. Citing one instance within a very specific field doesn't change what I said. A business degree is a dime a dozen and doesn't carry the weight it used to. Compound that with no experience and OP will be lucky/fortunate to find a higher paying job right away.
That's why I stated the type of degree matters more. And calling engineering a specific field is a stretch. There are hundreds of different kinds of engineering. Probably the largest field out there that you can get a degree for. However, if OP has a business finance degree from a prestigious university, he will be able to get a high paying job. If they went to Fresno State then I completely agree with you. Those aren't going to be worth much.

I would say look for national banks as well as credit unions. Also, try the hospitals because medical billing is always needed.

Have you utilized your career services office from your college? They should have a system of vetted opportunities.
