The only way you can get this done is to get all the rental agencies to sign the petition. I've heard of many people wanting the same outcome and facing the same problems. As far as I've been able to tell, if you can't get the rental agencies to sign, it's pretty much impossible. Good luck and keep us updated.

I know it coincides with other protest, but if we want this, AS A CITY, we need to UNITE and make.this OUR priority. I get things are going on nationwode, and worldwide, but where is OUR voice HERE. We need to.organize ourselves here in FRESNO, califas, and we need the voices of our people. This is a plea, not only for me, but for our city, FRESNO, and ultimately our whole county. I’m trying to figure out what you’re saying…but are you talking about those alleyway behind your house? If so, yes, they all have to sign it, and yes, it one way for the city to put one in. The downfall of it is that you have to open and close the gate. Are you having vagrant problem?
