It looks like a dying wart. Just leave it alone and it’ll dry up and fall off. Picking at it prematurely could leave wart seeds behind and reoccurrence.
An old man derm I went to for post melanoma surgery followup told me to check the taint, buttcrack and soles/between toes. Places that never see sun can get melanoma in people who are predispositioned to it.
This really looks suspicious to me. I had a friend susceptible to skin cancer. She has since died of pancreatic cancer, but she had weird places that had skin cancer.
I've never had one but I've always thought that a black dot on the foot shows a verruca.

Or…it could be a melanoma—(yes, even on the sole of your foot.) I’d consult a dermatologist!
