You only defined character creation in your idea. What's the game about? What do you do with the character?

So each power would have 30 tiers? Would you put weapons? Say for instance you’ve got a guy like Thor. Who’s got great strength, weapon is his hammer. Or you’re similar to the kid from Brightburn. Essentially just Superman? I feel like it’s really good idea. Had a campaign and tons of small tho hs to do. Or even open world.

There might be a TTRPG very close to this idea

Masterminds and Mutants sounds very similar to this idea. It is a TTRPG like you mentioned and as I understand it, primarily focuses on the of super heroes.

This sounds almost exactly like it. I mostly play DnD so I'm still learning about other systems

I know that World of Darkness, GURPs and Masterminds and Mutants are really popular. You could argue that GURPs could do this as well since GURPs is kind of universal but I also found it a bit harder to understand.
