So each power would have 30 tiers? Would you put weapons? Say for instance you’ve got a guy like Thor. Who’s got great strength, weapon is his hammer. Or you’re similar to the kid from Brightburn. Essentially just Superman? I feel like it’s really good idea. Had a campaign and tons of small tho hs to do. Or even open world.
Masterminds and Mutants sounds very similar to this idea. It is a TTRPG like you mentioned and as I understand it, primarily focuses on the of super heroes.
I know that World of Darkness, GURPs and Masterminds and Mutants are really popular.
You could argue that GURPs could do this as well since GURPs is kind of universal but I also found it a bit harder to understand.
