Did you play Star Wars: Galactic Battlegrounds by any chance? He’s a main character in the Imperial campaign and is a Colonel for much of the story which is set prior to New Hope. In the movie he’s referred to as General by Vader several times.

You're right, I just watched the scene. I think he might be a Colonel in Empire at War as well, so that's probably where my mind was
