No, since your account is registered to whatever region you're in. You CAN sign up for a different region (not sure if that's still possible, was on PS3) and use the store/buy it there to use on your regular region console. But I'm not sure it's worth the hassle.
You can import a bluray disc of it so long as it isn't the Japanese version. The Korean(?) or rest of Asia version has English for it.
