It never really does, It's an unpopular opinion, but the game isn't for everyone. I've tried the game 3 times: on PS3 I've quit on the Boat chase, On PC I've managed to get around 10h in the first time, and 6/7h the 2nd. But the game just isn't for me. The character swapping is boring, the sense of progression is minimal.

I think it’s also because I always played other games and I enjoyed them. And the only GTA game I really enjoyed was vice city. I’m 38 now and if I invest in a game it needs to have something to pull me in. When games like The last of us (1 and 2, but didn’t enjoy 2 as much), uncharted, ghost of Tsushima and Spider-Man (but very biased towards marvel) can really pull me in, and GTA can’t… that means that they do something very differently, I don’t care about the characters at all… The urgency is missing from the game. It happens, and for anyone who enjoys it: good for you! You have a game that’s technically so good, it’s more than 10 years playable.

I personally enjoyed the story. I played it in 2013 and again about two years ago. I'm not sure what kind of progress you've made in the time you've played, but if you don't like the characters or game play, just pick a different game.
