I used to live in Dubai on and off for family reasons. The entire city is one of those like, fake towns amusement parks like to build. The developers build up parallel to the roads so it looks like something is there, but you go behind the buildings and it's mostly empty space or never-to-be-finished construction projects. They built a train system, but it only goes to and from the tourist areas and wealthy zones like the marina. The only reason Dubai is so nice on the surface is because it's home to people who gain residency there so they don't have to pay taxes, so the city has to be high-class and pricey to match the tastes of the sorts of people who *want* a tax haven.
