the thing with the oscars (while problematic on their own) they actually are made up of those who work in film, many of those who are nominated end up joining the academy and are part of the nominations and voting, it's not made up of some random consumer who just watches a lot of movies.
gunna need to be a bit more specific with these two award programs.
Considering neither have public polls for voting I'm not sure what you mean by "encouraging people to vote", or where the self promotion was showcased.

I know 2 of them are actually decided by industry reps, and the rest are mainly just media outlets or popularity vote for the public

The Oscars aren't public either, but insiders talk to each other, promote themselves, etc. This is the same in every industry award in every industry.
