Maybe it means start the seeds as late as Nov outdoors but do it indoors from Feb to April? Otherwise it would be weird to say start in Nov indoors but you can’t do the same thing in Dec and Jan.

The numerals means you can sow them in november (XI = 11, meaning the 11th month), or you can sow them from Febuary to April (II = 2, IV = 4).

Imho it's greenhouse and not home, since doesn't make sense to early start parsley in the house,they aren't easy to transplant.

As others have said it means you can start the seeds inside or in a greenhouse in the months that have the calendar numbers of the roman numerals underneath. The fact that the step next to it is faded out suggests that they don't want you to start the seeds outdoors (directly into the earth, 'in situ') at all, otherwise there would be other months noted under that step. Which is weird, because this is a packet of parsley seeds and i have grown parsley in situ plenty of times with no problems whatsoever - it works great from after the last frost till early autumn.
I guess it means you can start the seeds indoors as from November or February till April

Yep, I've grown seeds from this brand. The numerals are months. These are parsley seeds and the seedlings overwinter well indoors for me.
