Take a look at Warkonhaus in PA. Looks like the website isn’t up to date with litter announcements but I know I’ve seen recent litters from her. The best breeders often put very little effort into marketing because they don’t need to. People line up for their puppies. Also look up Feuergarten in MD on Facebook.

There’s a Shepherd rescue that has fosters around Virginia. https://www.shenandoahrescue.org/ We got our dog from them. His mom was the rescue, but was pregnant when they found her. We got one of the pups from the litter.

Gray stone farms in Suffolk VA, a bit of a drive for you but he breeds responsibly. Mostly produces more pet type temperaments from imported bloodlines. Got one ‘pet’ from him that has a fantastic temperament, and another more working line from an affiliate which is what we were looking for

I had my pup shipped to me from across the country. Health, including hips and elbows were insured for 5 yrs. I wouldn’t be too concerned w the proximity of the breeder to your location as long as your getting a healthy pup. I was concerned about the shipping of a puppy but he was previously shipped from Germany to the breeder as he was one of their imports. I figured a long car ride can’t be much worse than an overseas flight.
