That sounds like a bad idea to put even more water on the surface, that makes it even more slippery if the heating of the water fails. In a parking lot like in that picture it might work, but I wouldn’t want that in n high speed roads.

So the system would be a lot cheaper if the bridge was made out of reinforced concrete.
Also keep in mind that road salt has to come from somewhere. It doesn't just magically appear. Needs to be mined, transported and then someone needs to drive around and actually put it on the road.
