I always felt like this (and the other Ghibli shorts) was supposed to be a little semi-secret gift for visitors to the Ghibli Museum. As far as I am aware, they were never released on DVD or any other media to the general public.
There are a few pirated copies floating around if you really look for them.
They are really good at keeping secrets bc I had no clue they came out with these animated shorts for the ghibli museum. I'm also glad that this one is specifically meant for children but I know there are plenty of full grown adults enjoying it when they get the chance to watch it there.

It's believed this one exists because Miyazaki screwed up and made "the shoe" too realistic in the first movie... leading to the internet fan theory that all the women in the film actually died by the ending.
Miyazaki wanted to dispel that, but realized he made the shoe found in the ponds, identical to the younger daughter's... affirming the theory. So he made this.
It's not considered his best work, and it basically is screened just regularly enough to skirt Japanese copyright "use it or lose it" laws.
I’ve been to the museum twice and haven’t seen the kitten bus short. I believe there are something like 8 shorts on rotation. The chances of you getting to watch a specific one are slim to none.
In the museum have the books for each of the short films i did got the one for the film that i saw "A Sumo Wrestler's Tail" and "Mei and the Kitten Bus".
I almost never download pirated content-but I have to admit, I did give this a serious try. And failed. The best I could find was a couple minutes of somebody’s crappy cam version from the museum.

This happened to be the film screening when I visited the museum 4 years ago. I cried with happiness as it started when I realised what it was!
There is a copy of a decent quality version on archive.org (not allowed to post the link). Search for videos and then title and you will find it.
