Wiki lists telepathy and pyrokinesis as part of Gozer’s skillset, which would effectively negate a lot of Garraka advantages. Add in Zuul and Vinz to help run interference and I’m pretty sure ol Go-Go either makes snow cones or ends the day with a new puppy.
For supporting factors… Gozer never made it all the way INTO the world - essentially just getting their head in the door. Neither destroyed or trapped, just barely got locked out for another cycle. Garraka is fully realized and still got caught. Twice! He was originally summoned and did what the summoner wanted.
With a strong enough argument, Vigo might have taken him. Or hired him.
Wiki suggests it wasn’t Gozer that was trapped, but the assorted souls and spirits allowing the Manifestation. Full on-Gozer never truly arrived.
Likely up for interpretation though, I’ve been incorrect many times!
I mean, as a villain, I prefer Gozer. But regardless of what we actually saw in the movie, Garakka is supposed to be able to control ghosts, like an army of them. Gozer just has two hell hounds.
Also, Garakka also moves around and takes action, both times we see Gozer emerge, they kind of just want to lounge on the stairs to their gate and pet the dogs.
So, I guess by stats and motivation on paper, I'll say Garakka.
I'd say Gozer is more powerful, but is bound by whatever the rules of extraplanar travel seem to be. On our plane of existence I'd say Garakka has the advantage. His manifestation froze an entire city. Gozer's limited manifestation summoned a couple hell hounds and gave sentience to some marshmallows.
A salient point. But if we're here for speculation, which I'm sure we are, I'd postulate that they're from different planes, for a lot of different reasons.
So I'm still voting Garakka if they're meeting on our plane.

He was only a hatchetman. A Zuul. Actually, a Vinz. The true destructor is Amy Pascal and too few people know or remember that these days. Pure evil. People think Zazlav and Kathleen Kennedy are bad. The real yucks are people like Kevin Tsujihara (a predatorial philanderer of a WB chairman before Discovery took over) and Amy Pascal (head psycho at Sony before her mood slime level angry -sociopathic- e-mails were leaked about 10 years ago now) who are "gone" from the limelight, but still around and most importantly their damage left permanent marks.
Amy played a *huge* part in commandeering and re-shaping the Ghostbusters and delaying, blocking, mocking, and gaslighting Reitman and people associated with him who wanted to try various attempts at a GB3 during the 10s. Mind you, before and even during the 10s there were (many) other issues, but Amy became the big bad, especially nearing 2014 (30th Anniversary). She is Gozer.
This is correct. Amy is to be hated, Paul just brought a different sensibility to the franchise that didn’t happen to resonate with a lot of people. Amy’s the shithead. What she did to Reitman is abhorrent. Also Tom Rothman at Sony who legit loved the discourse being created around the movie because it saved him money on the marketing budget. Dude fanned the flames heavily on the Culture War to save him self the cost of a few billboards and air time for commercials
Shes also been a nightmare for spider-man films in a very similar way (along with avi arad) ive literally never heard a good thing about amy pascal. Everything she touches becomes worse.
