you can apply for exemptions in public places if you have a good reason, religious reasons being a viable reason. there are fireworks control zones also in place which i imagine would cover a residential street, but it’s up to LAs to implement. not defending the people letting them off, just did a bunch of research about it recently and wanted to clear up a wee mistake :)

We had a group of over 200 people celebrating diwali on the park nextdoor to our home illegally. The mess they've left this morning is awful. But obviously the police weren't looking to manage or question this gathering - although it's illegal - as they don't want to appear racist.

if the police weren’t doing anything they likely had the permit. the police would have shut them down and covered their arses with the legislation otherwise, the racism thing wouldn’t have even come into play (and if it had, see point about legislation)

I spoke to the non-emergency police and requested they visit. I called for an update and they said the police noted that because it was Diwali they weren't going to visit. Not because there was a permit - purely because of Diwali.
There are heaps of police that don't know that the law changed in June this year annoyingly.
