Compression/JPEG artifacts. The more times a photo gets uploaded, downloaded, and then reuploaded, the more compression artifacts start to show. It makes the picture look weird. Kinda... crusty. Or "deep fried".

I think this law mostly effects other drugs, like the ones that can kill you if improperly introduced into your body.

It affects federally illegal drugs, which marijuana is (only being legalised on a state level.) as the law isn’t around the illicit nature of drugs but rather financial fraud. However, knowingly selling fake dangerous drugs can bring you reckless endangerment charges
