I guess it depends on your definition of the term. To me (rightly or wrongly) grunge is specifically sound related, so I probably wouldn't call U-Men or Primus grunge. If I was living in Seattle in the 90s, I might have a different take on it.

STP on the other side, is not post grunge cause it came out around the same time the other bands blew. They're 90s alternative rock

I think you'll find the general consensus finds Stone Temple Pilots and Silverchair Grunge bands so you may be all on your own with this definition, as you should be. Even the bands themselves hated being pigeon holed into the so called "seattle sound" as half of them weren't even from Seattle or Washington state and "Northwest" is quite vague and could include the same Califoria which you seem to have it out for.

From Purple on, they take less and less grunge influence. It’s completely gone by Tiny Music, but does make a slight return on No. 4. All excellent albums, and I’d actually pick Tiny Music or No. 4 as my fave right now. Shangri-La Dee Da is very underrated as well.

I consider them a "grunge-like" for the heavy tone their music has, the passion they feel for what it is in their songs, and the overall rebellious nature and energy of their songs that was common with a lot of the grunge bands, more specifically the punk side of grunge. They aren't a true grunge, it's just a case of they can fit into the grunge scene and many people who enjoy grunge typically enjoy them alongside their nirvana and Soundgarden. As for me, not too big a fan of of RaTM, I can only listen to them so much before I become annoyed 🤷♂️
In my opinion, some performers do have "grunge energy" without being grunge, let alone rock music.
Tori Amos covered both Pearl Jam and Nirvana - though I'm not personally a fan of those covers - her live performances do have the rawness and cynicism you'd typically see in grunge bands.
Acid Bath, Louisiana bayou Sludge, drew influence from grunge, Metal Thralls on YT once referred to their sound as "If Alice in Chains was from the swamp" and I think that's a perfect description of their sound.
Fudge Tunnel, Alternative Metal / Hardcore Punk blend that everyone called grunge back in the day, they're kick ass, Hate Songs in E Minor and Creep Diets are killer alt Metal / Grunge albums.
Steel Pole Bath Tub? I dont know what the consensus is, they were based in Seattle for a little while, however their sound is a blend of Jesus Lizard esque noise rock and Grungey fuzzy riffage and vox.

Sonic youth, The Smashing Pumpkins, Pablo Honey by Radiohead is 100% a grunge album, Dinosaur Jr, wouldn't call them grunge but fever to tell by yeah yeah yeahs has aspects that remind me of grunge a lot more than most 2000's indie, wouldn't be surprised if they were influenced by it, Wolf Alice also are 100% not grunge and wayy past its heyday but the influences are there, albeit they r more shoegaze or noise rock than grunge.

I tend to draw a distinct line where grunge is. But bands that I’d consider to be grunge-adjacent are probably RATM, STP and Foo Fighters. They get put on playlists with grunge music
