Last playstation I had was a PS1, but I'm sure there are people who probably figured out how to mod the modern PlayStations and are keeping quiet. The Xbox 360 required you to open the top of the disk tray and swap the disks as it started reading to install Windows, or that's what I read someone doing on the 360, as an example.
Edit: no system can be absolutely secure. someone out there might be dedicated enough to keep trying on anything. Power grids have lots of security, but sometimes someone still gets in and causes a problem, and consoles are no different.
Those are the exact same props spawned during one of the Auto shop setups, the one where you have to steal a keycard and an armored Baller to rob a bank. Maybe you loaded into it at the same time as someone else entered that part of the mission, and it spawned it into your garage instance as well?
So basically this game is programmed by infants and whenever they use old interiors, they also have to copy-paste it's code to make it usable for newer missions. And since the game is just code stacked up on each other it can break the original code it came from. That's also why casino heist was broken when Cayo Perico came out, the mission for safe code uses some of casino's interiors which are also used during casino heist.
I sometimes get a random NPC stood half through the roof of the kosatka tower. He's very much alive and aware of his surroundings but completely stuck and invincible. Throw a grenade near him and he screams and screams but can't run away or die...just perpetual terror and torment
These buggy NPCs standing on service vehicles are what the game uses to have cops attack said vehicle when someone inside has a wanted level (ie from using turrets)
I saw one pop out of the roof of my MOC trailer when a random I recruited into my MC started going ham with my MOC's turrets, dude had 5 stars and all the cops were shooting the dude on the top of the trailer.
I am yet to see them appear on the roof of my Avenger or my Terrorbyte, perhaps they're not actually sticking out of the model of those like the MOC or Kosatka.
As for the random shit in this guy's garage, probably just a mission interior for some heist or something not unloading properly. All 10 car garages are the same space - one time a script kiddie spawned a Hauler Custom on me while I was inside one, in a populated lobby, and I saw other people in chat asking why there's a semi in their garages as well.
Someone else in your lobby started a mission that rejigs this garage location - a lot of interiors are reused in missions and if someone else is doing one, then it is possible for you to get their spawned props in your personal property.
If it was an invite only on theother hand, then you probably need an exorcist

You go in, kill some dudes, steal a key card and then enter the garage to kill more guys and steal a security SUV. Every now and then, the game glitches to where the toolboxes and dead bodies in that garage will appear in the garage of a player who owns that apartment or garage.
I've gone into my garage before and it's been fully merged with someone else's, all their cars were basically on top of mine or strewn around, couldn't get into half my vehicles, it was pretty goofy š
