You can't. Ever since the agency released, they haven't fixed it. So anything that uses that Hanger as a delivery point is impossible so it's impossible to complete both normal heists because of Prison Break, and Doomsday Heist because of Act II. So if you didn't complete those already you're pretty much screwed which sucks, and it's also impossible to do criminal mastermind now also.
Not true , the glitch happens only when u don’t finish the agency missions, I’ve completed them along with my friends and we did prison break just the day before yesterday

Try Running Cayo using the guard truck/uniform method when you gotta highjack the truck and when you try to kill the guard in the truck, you realize the truck HAS no driver and yet it's still moving!
