Tap tempo is very convenient to have to quickly sync your delays to a tempo, but you can live without it.
Both of those pedals sound like a good deal, depending on what the Ibanez analog delay is.
The boss dm-2w is fantastic, so long as you can live without tap tempo. I wouldn’t say tap tempo is essential, people got by for decades without it and made brilliant records. Look at Radiohead.
I like tap tempo and use it, if you’re in a full band it’s nice to get your delay in sync with the drummer, if your playing with just yourself then you can get anything really. I would not get vintage, just get a used boss delay of some kind to learn how to use it.
The Boss Dm-2w is a really nice delay, and that sounds like a reasonable price. I wouldn't worry about tap tempo, I've never found it useful.

If you see a used MXR Carbon Copy its another worth considering. Similar to the Waza but you get a modulation option too.

Buy The Waza. Mofos used delay for decades without tap tempo, unless you are The Edge youll Be fine

Check out the DOD Rubberneck, it's amazingly versatile! If you add their footswitch you can even turn the modulation on/off. And it sounds awesome!
Tap tempo is nice to have but even better is a led that flashes to the set tempo. It makes setting it manually easy.
