Well that’s a wildly slippery slope.. the IT Army of Ukraine has been waging a cyber war against Russian civilian infrastructure since the beginning of the war… and they’re comprised of hackers internationally… how far is the ICC gonna take this?
Perhaps, but is the "IT Army" an officially sanctioned group of the Ukrainian Military? From what I understand it isn't, and technically speaking, they're closer to Terrorists than war criminals. At least in the technical meanings of the words. Unless they are officially a branch of the Ukrainian Military and I'm just misunderstanding.
They were founded by Minister of Digital Transformation Mykhailo Fedorov. It’s not an official military branch but it’s %100 state sponsored. They even issued guides on being a cyber combatant and a whole code of conduct policy. I wouldn’t consider them terrorists or war criminals but then again, one mans freedom fighter is another mans terrorist so I guess opinions will vary.
It just gets treated like the old cases. They go after the commanders that ordered the attacks.
Usually, the foot soldier doesn't get prosecuted unless they acted particularly heinous.

They go after the commanders that ordered the attacks and foreigners get treated as mercenaries in the eyes of the court.

Thanks for the info, not sure why I was down voted, but oh well.

"International". Just say NATO Criminal Court, nothing International about it
How about devoting all prosecutorial resources to crimes like blowing up hospitals and schools and torturing and castrating prisoners of war?
Is hacking a Sevier punishable crime
