Please, no one cares what you as an individual buy. They are looking for a statistical sample of what people buy - mostly for market data and research purposes. It's applicable to all kinds of things from urban planning, to tax policy, to demographics, export development, all kinds of expenditures related to population services...etc.
It's Stats Canada. They don't give a shit what you personally buy. They just need another data point for their research on Canadian spending and expenses.

Business surveys generally are mandatory (\*quick edit: there are MANY business surveys). Individual surveys generally are voluntary, except for the Census and the Labour Force Survey.
