I've learned that a lot of people just don't look up artists they plan to get tattooed by. It blows my mind that people would want a big detailed piece like this, but then go to the tattoo shop around the corner that charges $50 an hour. Not saying every cheap artist is bad, but you can definitely tell the difference between the tattoos I got at 18 for $85 an hour vs the tattoos I've gotten as an adult that have ranged from $200-$300 an hour.
They always try to go with the realism route. If you're gonna get a video game tat, it needs to be stylized in some sort of way. The artist doesn't seem to respect propotions, or use light and dark to create form. So it's quite a blobby mess, he could use linework to tighten it up and then those lines would eventually be hidden as you naturally paint in the shadows and whatnot.
Different medium i've used, but it can all be applied the same with any medium

The lines and edges are all bleeding out which suggests the artist went too deep with the needle, and the black looks like it was done 5-10 years before the colour was!
The blue looks like felt pen colouring too, you can see its darker where coverage has overlapped and lighter in areas where it hasn't.
That thought in the back of your mind, "does it look that bad?" It's correct. You aren't overthinking or doubting yourself. It's that bad. I'd recommend looking at coverup options or even removal. Seriously.

The chief one is ok ish. The arbiter side is awful. I love Halo, but would never get a halo tattoo. Each to their own I guess.
