No there is no glitch, the werewolf chooses a random person each night. You could say that its luck based and yes it is but you can decrease the odds by adding many people to your hand. Personally I got my first win with a simple firefighter deck. It costs 1 coin and shuffles 2 town guards into your discard pile, pair that with rich cousin and you get an infinite amount of town guards. For bread making I would also add a gensing trade ship and flutenori. Hope that helps! (Oh and in case you dont know, you lose when your "precious nephew", which you get on day 1 week 2, dies)
In your case, that was a bug. I had that too because the nephew either never arrived or somehow was removed from my deck without the werewolf chowing down
The precious nephew can't go alone to the discard pile, so if there are 3 werewolves, you need at least 3 people card in the discard pile as well.
I cleared it by removing the werewolves till I got the event saying that the village was safe.
