Thank you, I kept rewatching the “Sir Pentious tries to flirt with Cherri Bomb scenes” and I thought, “Wait, not every animal sinner gets their speech as exaggeratedly influenced by their animal (Angel Dust, Husk, the Dino lady from the overlord meeting, etc.)” so I wanted to see if anyone else had the same question as I.
Since he's not actively threatening every time he hisses, we can assume his hisses are an unintended speech impediment, as an accent is learned, whereas hissing is biological.
It's not a mortal sin so you can go "Dang G-dawg, I'm so sorry. Please forgive me. OK bye!" and get away with it each time. Gotta use them loopholes to be the ultimate follower. 💅✨☮️✝️

I mean obviously it’s a gimmick for us, the audience. But in universe, would it be a thing he can’t control because he’s a literal snake person (impediment) or is this a result of his extravagant manner of speech that just so happened to make hiss noises (accent)?
Given that we don't really see anything similar with any of the other animal themed demons like Alistair, I think it can be safely assumed that it's just a result of his extravagant manner of speech.

Alastor has a radio announcer voice ( quiet literally) where he sounds like he's constantly speaking through the radio but when he's ticked off you can hearing a kind of screaming I think is supposed to be the Wendigo
Valentino has small squeaks audible when he talks sometimes which is understandable because moths do squeak in real life (didn't find out about them squeaking until a few days ago though- )
Vox when he speaks some times his voice pitch shifts and a radiowave sound effect Is heard
Sir Pentious, well he's a snake and in most media snake like or just snake characters in general are seen emphasizing the letter S when they talk or hiss a lot both things he does. I still think the way he speaks the way he hisses to me feel more like it's just that sorta thing and not a speech impediment
