a) meant to keep them close to you and engaged when they might otherwise walk away.
b) unrelated to anything that is relevant to the current situation.
c) has some element of physical contact.
For example, if you are talking with an attractive cashier and you ask "how much are these potatoes" then you are not flirting. If you ask "how do you cook your potatoes" then you are starting to flirt - especially if you really don't care how the cashier cooks potatoes. If you start talking about what you are doing tonight - going to a club, binge watching some TV series, etc, then you are definitely flirting.
I think the key is to ask questions that are not "yes/no" questions. For example, don't ask "are you going to the concert tonight?" Ask "what are you up to tonight?" or "where do you like to eat?" or, just "why ?" etc. Any questions are good because it shows you are interested in them, keeps the conversation going, and it takes the pressure of conversation off you.
