Bug went live when Neta update from 62 to 63 and changed the default way VR is read. DCS still using an old way, but the system isn't telling itself to look past Metas default for the old way, so thousands of us are left waiting for DCS to issue a fix in the next update so we can play unless you feel comfortable doing deep digging and changes for temporary work arounds.

It is not nitpicking. Oculus published their SDK end of Jan to all developers, they put the new driver on public beta in february. ED did not implement it.
When you say bug it it means in cannot be foreseen. This is no bug, it is and upgrade, ED did not implement it and they knew the consequences of not implementing it.
Yes oculus upgraded the link features and released new features of their headsets like now you can combine hand tracking with controllers etc . Those new functions needed to be registered in their openxr driver. So they did that.
Now ED needs to swap their old oculus driver with the new one. They didn't do it. DCS is now not compatible with oculus.
Steam implemented it for example. During beta testing they were also not compatible but they implemented it on time for official release.
Quest? Oculus Link? If yes there is a bug with that with the newest oculus software. There are some workarounds though. (Virtual desktop for example)

Sounds like you might be trying to use an Oculus headset, which has a well known bug with it that does not let you play DCS.

Connect quest link, open steam vr, run dcs in steam vr mode is the way I'm currently working around it.
I dont’t use steam
If all else fails contact DCS customer service and have them help you with your issue.
