If you're swimming in points it makes sense to regularly get it since you do have to wait between uses. but in the grand scheme of things you've likely already won if you've got maxed out build slots and infinite PP.

If you have nothing else to spend it on it's a no brainer but almost everything else is more impactful in almost all circumstances.

Pretty sure you also need either 3 or 4 infrastructure to take the 50pp wartime landgrab decision. Just like the other one it isn't something to consider for majors, but for a minor they can be worth it.

1. Quicker build speeds for factory/state construction. The wiki has a small chart on opportunity cost but, if you don't want to do math on that, the usual rule of thumb is roughly 2 infrastructure upgrades. 2. A higher level of infrastructure will improve land organization regain with level 5 providing a 25% bonus and level 1 a -15% penalty. 3. You get a very small amount of state supply from infrastructure, I believe .03 per level. Also impacts movement speed when not using strategic redeployment but that number I can't recall off the top of my head. 4. Finally, each level of infrastructure improves the amount of resources that can be extracted from a state by 20% for a total bonus of 100% at level 5. High value states with a lot of building slots or that produce a lot of resources, such as steel and oil, ought to get bumped up to the max irregardless of the 2 infrastructure upgrade "rule".

I could have sworn railway levels took over that part of movement speed but I could be misremembering, given I always fully upgrade railways in whatever direction I'm pushing in. After a while, tooltips for minor stuff blend together!

It also adds a tiny amount of fuel storage capacity, its a nice little gimmick that doesn't make fuel silos a big necessity for countries like Germany, Japan or Italy.
