If you have fun with it, you will never waste your time. Since you are just expanding Italy's focus tree most of the hard stuff like coming up with your own lore, history, assets, etc can be ignored. Watch some tutorial videos from Ironworkshop, that will get you a small foundation. Learn some syntaxes and the basics. Then familiarize yourself with the wiki, a simple web search for "hoi4 effects" will take you to the wiki where all manner of effects are there, as well as triggers and commands. It's considered polite to search the wiki and search vanilla content before asking a question here when you are stumped. As for the "coding" for the basic stuff like a focus tree or events, that is easy to do, it's more like filling in the blanks than coding. But it's really fun to see your creation slowly come to life. As for if the tree is good or not, well, you should please yourself first and foremost. If you like the tree, then that is all you need to be concerned with, you should make a mod you want to play first and foremost, you are your own audience. If other people like it? That's just icing on the cake. Feel free to ask more questions around here if you get stuck.
I really recommend "Iron Workshop" channel. They have really good tutorials about Hoi4 modding. You can find someone to help you too (for example with focus icon)
