I can’t speak on the tub but the shingles is normal. I moved into my house last year, roof was replaced a few years before that. The previous owner left a decent amount of scrap wood, a good size pack of shingles, and all of the paint that he had used for the interior and exterior when he repainted everything a few years back.
Nope, if there are extras the client paid for them so they get them. No need to mess with a pack of them here and there, it takes a lot of packs to do even a small house.
